4 pin throttle, 3 pin controller

I have a Tao Tao ate501 electric scooter. originally it went 30 mph until the controller blew. I purchased a new controller and connect phase wires and hall wires and the motor runs as soon as the key turns on at 7 MPH. my Tao Tao has 4 wires from the throttle and my controller has 3. how do I connect the throttle so my motor does not run automatically. also how can I increase the speed. I read somewhere about jumping white grey and black to get Max speed. please help

does your throttle have a switch on it, or does it have a battery meter?
