I saw the news video and the guy that got knocked down looked like he was the one that was supposed to check to see if it was clear. In the video it shows him out in front of the truck at first and then the truck moves out across the railroad tracks.

He was super lucky, should immediately go to a casino and place a big bet.

Very helpfull to be lucky if you are stupid. The train was backing up, so he must have thought it was going the other way.
