I can get a123 cells from within the country, so less or hopefully no problems with shipping. I've ordered 10 test cells to check if they seems legit.
Seems the C rate is very high, capacity not so much.

From the a123 website:

Nanophosphate® ANR26650M1-B: The ANR26650M1-B is the next generation of A123 Systems’ pioneering 26650 cylindrical cell, now with greater power and energy density and lower impedance. This versatile lithium ion cell is suitable for a wide variety of applications and system designs. Proven performance in the toughest conditions, combining durability, reliability, and safety, the ANR26650 cell offers an excellent combination of price-performance.

Initially I was gonna use either lipoly or 18650 cells. Contacted hobbyking and shipping seems to be a major factor these days. :(
I was thinking of a 22s 10p pack. Now I a little unsure what configuration of a123 would match a li ion 22s10p? I mean with the lover cell volt, and I am not sure how low one can discharge lifepo4 either.

If anyone has used those cells what are your thoughts?

Had all but forgotten about the the pouches from a123. The one you mentioned and the bigger one seems to be exactly the same size.
I will check if the vendor also stock those pouches as well as the 26650 cells.
As soon as I find an ok donor scooter I can start taking measurements and check what is the best fit. Gonna look at 2 scooters this saturday. Should be plenty of room for batteries if space below "floor board" plus the under seat storage is put to use. Range will not be of highest priority. Rather acceleration will be the main focus point.

Any tips on BMS for the a123 cells?

I just purchased 25 20AH pouch cells from http://www.a123batteries.com/, the official USA online seller, for my build. I haven't had a chance to really test, weigh, or charge them yet, but the few I spot checked are 3.2V and otherwise as advertised.

I have also been looking for a BMS. I have a few candidates, but have not chosen one yet. I was originally set on the 2405 from Emsiso:

https://endless-sphere.com/forums/viewtopic.php?f=14&t=40774&start=525#p1225697
but I haven't found any user reports/reviews. Also one EV store warned me that they have had reports of issues with Emsiso equipment. Still, the features and size of this BMS makes it a tempting choice.

Others:
MiniBMS - Nice and simple, but distributed, not sure the cell modules would fit on my pack.
Orion - Many user reports, reliable, feature rich, no cell modules, expensive!
Batteryspace - Waterproof, (expensive) cell modules
Elite Power Solutions - Looks similar to battery space, distributed
Lithiumate - expensive, tons of options, lots of documentation

Let me know if you've found any other good options!
