how to charge li-ion batterys?

can i use a SMPS charger for li-ion (18650) battery pack?

Depends on the power supply. I use a Meanwell SMPS with a minor modification to limit the current and have the voltage precisely adjusted for my pack. It works well. You also need to be sure the maximum charge current is less than the charge rating of the cells.
