Sooo.... I just got my charger and connected it to a 19v input not thinking that 1v too much would do any damage (whoooopsie)... POOF and puff, a little bit of smoke came from the charger near the input cables. I took it apart and the solder on the "c3" resistor was vaporized on one end. I tried to add back some solder there, but that did nothing. It is now completely dead when connecting to a 14v power source.
Does anyone think I might be able to magically resurrect it?
Any tips?

I'd consider replacing the resistor.
You might also want to use a voltmeter to trace power from the input point to see if it obviously stops anywhere before it disappears into an IC.
I accidentally over-volted (29V) one of my little Imax B6 chargers and it blew the electrolytic input capacitor. Replacing the capacitor was all it took to repair it. So you might also want to check any caps you can see.
