RC build advice needed

Hi, i have bought 12" folding scooter, want to use RC components and dont know where to start because of large availability of components. My aim is 30+ kph machine. I would like to use something like 24volts because of lack of space. I dont want to use reduction drives. I want to spend money wisely to get reliable components but not absurdely expensive. Around 100 for the motor and prob up to 150 for controller. Would need experienced advice Thank you.
