Accessing locking nuts on BBS02B built november 2016

My freewheel clutch has broken. I am expecting to see a rubber plug that may be difficult to get out, but i have much worse. It's a steel washer, originally coated in rubber but that went in the struggle, and I believe to be held down by a sleeve on the inside of the shaft that has flanges over the end of the shaft and inside to secure the washer.The sleeve appears to have been pressed in and there seems no way of proceeding without some specialised jig and a press to wrench it out. I am loath to attack this with a drill till I can find someone who has seen it like this
