importing batteries and kits seperately?

hi...

i've recently ordered ecospeed kit from ecospeed, and batteries from better-bikes..


however better-bikes say they are taking a risk in sending the battery because they are considered hazmat. they added there's a loophole which allows you to send a battery with a kit or an e-bike.

my problem however is that i DON'T want this to be considered as a kit on our end OUR customs won't allow a kit stronger then 250 watt, so i requested them to split the shipment by sending in the engine first (no kit and gearbox) and then, if the engine passes after 6-8 weeks send in the rest of the kit when they finish it.
Trek 7.7 fx, 22.5" frame, 38x700c,10 gears.
ecospeed mid drive 1300 watt engine, max speed 45 kph.
battery1: 48v 14 ah, frame mounted battery, range 40km.
battery2(spare) 52v 10ah frame mounted bag, range, 30km.

What country are you in that won't allow the kit through?
Because as I understand it the 250w + kits aren't illegal to import, only illegal to ride on the road,
they are allowed off road or private residence.
Also customs wont necessarily open a package unless they think its suspicious, if its labelled as bike wheel or bike accessory it shouldn't be a problem.

i live in israel, and i've heard no such distinction, but i did hear already that one motor got blocked. i have no idea on what criteria customs might open something or not.

Do you reckon customs in your country or postal workers would steal an iPhone that was sent or are they pretty reliable and a safe?

Are the customs and postal workers in your country reliable and safe or does stuff often get stolen while in the post?

Can you not just call customs and ask if the import of >250W kits for use on private property is restricted? I would be surprised if they did not give helpful advice on such matters.
