On a trike using 16 inch front wheels, there is not much rubber, and at air pressure almost no shock absorption with that size tire. My thought is to take a 20 inch wheel rim, remove the spokes, lower air pressure in 16" tire, insert into 20" rim with contact cement, or epoxy, inflate 16"tire only enough to have some flexibility to absorb road irregularities- suspension? + there is more rubber on the road, being motor driven increased rolling resistance should not be noticed.

Any thoughts?

stability and balance would be non exsistant, and the first time you tried to turn, the 20" rim would peel off the 16" tire.

If you can fit a 20" on the front to do your idea, then skip the rest of that and just get a 20x3" tire for the front, maybe adding a 20" shock fork. Or even an old school springer fork would work.
here is a $59.99 steel springer fork for a 26" wheel. http://www.choppersus.com/store/product/1221/Fork-Classic-Springer-Black/ You may have to look around a bit to find one for a 20" wheel.
