Yah. Agree. Ebiker Rule One: "Rules" Bad. (But perhaps a "fair trade" if it helps to KILL the use of the 20th-Cent. "horseless carriage" aka "car" (where I note occupants are not required to wear "helmets".)

Yeah, Germany has had speed ebikes for a while. They are pretty clear on whether you need a license or not, based on power and speed of the bike. Generally the faster 48v bikes need the license.
