Measuring low values of L or L/R?

Hello, I'm trying to measure the L of a motor to find out the L/R ratio of a motor - if there's some shortcut to finding L/R without knowing L, that'd work to.

So how do I do that?

I know that I could use an oscilloscope to generate the voltage-time curve of a phase as a voltage is applied to it, and estimate the L/R based on that graph, but I wouldn't know if my voltage source has some inductance or other impedance greater than or equal to the motor if the motor's L is so low.
