On my current motor, yes, on the freewheel side against the axle shoulder (what's a bare shoulder?) to prevent it from binding. On these new motors I don't know because I haven't had one on my hands yet.
Posting some pictures of what you are referring to would be very helpful in me helping you. Did you PM Hal your question, he can probably answer it for you since he designed these axles himself.
