FVT 120A ESC Help?

I'm having issues with getting two FVT 120A ESCs I just bought working -- attempting to do a throttle calibration, but nothing happens when I hold down the SET button as I flip the switch to turn them on.
Motor is plugged in, the fan turns on, and the programming card works fine. (motor beeps when I save or reset settings, and they persist upon reboot)

Both the red and green LEDs light up and stay lit when I turn the ESC on -- the instruction manual says this could be because the "Battery's voltage is not within normal range", but I've tried with both 3S and 6S lipos in various states of charge with no change in behaviour.
This happens with both of the ESCs, so I also doubt that I just got a dud.

Here's the wiring setup (nothing special -- the Arduino is just sending a 1.5ms/neutral PWM signal, no difference in behavior when I unplug it):

Did you turn the transmitter on? I also had to play with the throttle trim on mine before it started working.

You needed to play with the throttle trim before you could calibrate the throttle? That seems a little counter-intuitive.

Ijust tried sending every possible PWM signal between 1000us and 2000us in increments of 50us without any luck, so it doesn't seem like it's the throttle. Unless I'm mistaken, I was also under the impression that it should be able to boot into the throttle calibration mode without any PWM signal at all, as long as the SET button is held down.
