The simple way to do this is to use a shunt regulator set for the maximum cell voltage you're looking for.
If it were me, then I'd just hook up an LM431/TL431 shunt regulator across the solar cell, with an external transistor to increase the current handling capability.
If you take a look at the original Fechter/Goodrum/McCree BMS circuit you will see exactly what you need, just use the shunt regulator part directly across the solar cell - you don't need the opto-isolator or the LED.
