speed control

Hi all have built my own mobility scooter and have used a 2000w motor with this controller http://www.ebay.co.uk/itm/142112173476?_trksid=p2055119.m1438.l2649&ssPageName=STRK%3AMEBIDX%3AIT but it doesn't seem to have much power so can anyone tel me if you don't use any of the speed options on the controller will the controller put out full power its the low and high speed options am on about

Sometimes w/o the 3 speed switch connected the controller defaults to 50% speed. Do you see the picture of it? It shows which two you should connect for full speed if not using the toggle switch.

It will feel more powerful, but it's just the speed (rpm) setting.
