I got the same DC to DC converter from a diferent sorce, I wanted to charge an Ipad that needs 2A at 5.1V I tried to use a dedicated car charger for a car cigerett lighter with an input range of 12V to 16V that is suposed to put out that kind of amperage when pluged in to a 4S or 3S turnigy 5Ah pack I got 2 min of charging then the Ipad shut down for about 3 miniutes, I then set up one of the DC to DC converters to a 5.1v output used the same 4S and 3S packs and it works perfectly. I connect up the external battery pack start up the most power hungry game I have for the ipad and keep an eye on the power level it still rises not very fast but it holds its own on everything, I also use it to charge up my Iphone 4 from 20% and in the red I can get it nearly full in half an hour and in an hour it is fully charged.
the box I have the converter in gets hot but that is to be expected, I fitted a standard usb socket in to the box as well so I could charge all my devices that use 5.1v to charge but as yet I have to use dedicated charging leads from the socket to the device tro charge with, I use the one's that came with one of my other external battery packs.
