I'm putting together my first dual suspension bike too. It's not going to be my main ebike, it's just a fun project, so I want to keep it fairly inexpensive. Finding a quality bike that someone bought and never used would be ideal but who has the time to search.
I would agree with a previous poster that if you want dual suspension and you want it CHEAP it's hard to beat that $150 Genesis V2100. It's definitely low end with only a SPRING for a rear suspension with no damping...but hey it's NEW. Among DS bikes it also has a fair amount of room in the triangle for batteries. You could use a simple triangle frame bag with this one.

Another inexpensive bike, the Mongoose Vanish, is available for around $220 but the suspension intrudes into the triangle even more.

Here's another suspension design available in the inexpensive Kent Shogun Trail which allows some space to mount batteries on the downtube.

I finally settled on the Schwinn Protocol 1.0 which is on it's way to me now. It has a STEEL rear triangle with an aluminum main triangle, a simple single pivot suspension and a front fork with STEEL lowers (should I want to try DUAL motors). It also should fit me (with a longer seatpost). Price: $265 delivered.

If you really want maximum room in the triangle however you may have to skip FULL suspension and go with front suspension only. And of course if you want to pay very little money you're going to have to spend the time and do the legwork to find it on Craigslist or local yard sales.
