    man doc has put some effort into understanding this, I haven't looked too closely, but I used to use zener diodes to drop voltage by 12v usually so that I could use 36v throttle leds to work with 24v throttle leds, was convenient way to do it, also of course can do same for 48v leds battery...

    Yes there is risk involved sometimes with experimenting, interestingly, that cell did charge up but looses voltage about 0.02volts per day. I dont have issues with experimenting, without risk sometimes you dont move forward. Most of the cells sit at 3.95v or so, the hammered one I charged it up...

    why not just use a throttle forget about the torque sesnor, assuming thats not the answer you want, so check this video it has contact for manufacturer in china on it, i'm sure they can supply you a controller to suit. kclamber brand torque sensor

    I'm no expert on brushed controllers, but some that have regen braking they dont put the regen back into the batteries, but put the current/voltage back through the motor that is radiated away as heat via the windings. I dont know enough to say how to identify different regen type controllers...
