Sabvoton Trottle Issue

Hello, after lurking a bitI finally have an issue that I cant find an answer for. I recently bought a new Sabvoton SVMC7245M and after wiring it up as soon as the controller is activated the wheel spins. I checked the wiring and it seemed correct. After checking the controller side wiring the red power wire had 4.84v and the white signal wire had 4v showing on the meter. This is with the throttle disconnected. Is it normal for the signal wire to have voltage showing? I can activate the controller with the throttle disconnected and the motor won't move. I haven't matched the motor to the controller yet as I'm still waiting for the Bluetooth module to arrive. The throttle and everything else worked fine on the old controller. Any pointers would be appreciated

The the throttle signal should definitely not have any voltage with the throttle disconnected. That wire is supposed to be signal output FROM the throttle's hall sensor. Check your controller settings (sorry, not familiar with Sabvotons).
 
The throttle voltage thing was strange but it was indeed the minimum throttle voltage controller setting. It works fine now other than being a bit chunky on take off. Not terrible but noticeable. Thanks for the reply
