most cheap bms will not start balancing until they get above 4.21V. when you charge until 4V it wont balance at all. Or use a cable-operated throttle (like a motorcycle or scooter or ATV, etc) and put the throttle inside a waterproof box, either as a whole throttle or as just a hall and magnet in a box (or a potentiometer as a potbox).

They have an external potentiometer for voltage adjustment right? A wattmeter (like the Cycle Analyst, Watts UP, or other RC wattmeter) would be even better, because you can track how many Wh youve actually used, vs just the voltage or bars. Recharge it thru the wattmeter after running it empty, and when it finishes the charge youll know about how many Wh it holds...

Am I still a fool for pursuing this idea? I dont see any reason it wouldnt work. Also as long as the rims ID matches up right to the covers OD, the covers will help support the rim, along with the spoke flange, if you think you might need the extra. Otherwise Id just make a lip on the inner surface...

If all the hall sensors are reported as on at the same time, then there could be a connection problem to the halls in the motor (any of the 5 wires to them; power, ground, or signals).

Or the sensor could be defective.

Are you certain that all of the wires are connected to the same points they were before you had to remove the wire section?

If the battery positive to the display, and the switched battery positive out of the display, were swapped, it might have the symptoms you see.
