Sorry my measuring tool is not exactly accurate - each cell is reading ~4V - could be 4.04V which would be 52.6V pack voltage. Its' ok, as long as you can see there is a relative difference between what cells read, charger reads, and BMS reads, it still shows there's probably an issue with the BMS ...

I thought the purpose of a BMS was to protect the battery by controlling it's output? It is there to protect the cells, but it cannot control the output the way you are likely thinking. Am guessing at this point anybody that paid for stuff they didn't get yet probably isn't going to.

The 5V out probably indicates the BMS has shutdown for one of the various safety limits. Is it a common-port (charge / discharge on same connector) BMS? They can usually be ran at up to 48v without worrying about the motor surviving. The motor itself can almost certainly handle a couple hundred volts or more--it would just be spinning so fast at full throttle it'd be ridiculous unless it were being used as a gear-driver for a non-in-wheel-motor app...
