No. This is not what the video says. Every cell is treated the same.
You can though change the balancing start voltage by choosing different "balancing circuits". But would you want to do that?
Risk the BMS and invest several hours of investigation and soldering just to save $20??

Those cheap or non-smart versions have "hard wired" comperators for each cell which starts the bleeding process at a certain voltage. same goes for low and high voltage cutoff. I would prefer the 30Q 15Ah over the 35E 17Ah. Your 17Ah pack will suffer much more under high load, and will age much faster. And it won't take long until you are below 15Ah. So better start with stronger cells from the start. My 2c.

On the other hand, there is no need for 60kW to reach 130km/h. 20-25kW should be enough to reach that top speed. The fork and the brakes are NOT what you want to have on such a bike. You should add some isolation layer, because you expose the pcb layer to the outside, and you don't want any of the two sides touch the frame or each other!

May i ask why you leave so much space between the cells? You could pack them much more and add more range. Is it for cooling? My packs are closely pack but don't even get warm.

Imho it doesn't make sense to take batteries from an old pack an mix them with new ones. Your pack will ALWAYS be unbalanced. Those old cells always sag a lot more, even if they have similiar capacity. And your BMS will never be able to adjust for very different powerful batteries. As already mentio...
