It could be up to 15bhp if it were on Methanol, but this pre-dates power-valves found in modern 2-strokes, so it would be a very very narrow little peaky powerband if it had 15hp. That second pic makes it look like a radial or disk fan could be fitted onto the bell in the space between it and the gears, sucking air through the windings and pushing it onto the motor's outer shell.
