You might as well open it up and take a big sniff as it could be cooked and you will know.
You might find a hand written number on it that hopefully correlates to the kv.

Segway motor would have a tire mounted right on the hub itself. I think your right, its a golf cart hub motor. Could be anything.

Define low power? Is it 500W and below With average power being 750-1000W and high power being 1500W+ I recently am going much slower while riding, I want extended range.
