It's perfectly safe to split packs lol. Whether it's practical is up to you but it only takes a few seconds to reconfigure. You obviously have no experience with any of this so your judgement at this point is invalid.

Also, 10S and even 12S RC balance chargers are readily available.

Easiest solution to use RC chargers with higher voltage packs is split your pack into multiples of whatever the charger can handle or less.

Sine wave is better. Smoother and almost silent.

Post a picture of new controller and all the connectors on the scooter, then someone will tell you how to hook it up and get things spinning.

That's probably just from the normal inrush current. Did it power up when you got the spark? Try again if the wire didn't get hot or blow up. Make sure the polarity is correct.

Looks like you bought the wrong vehicle. No it won't be practical to increase the tire size. Your front is already at the limit under max compression.

If you want more speed get more gearing. But beware, you're trying to use a crappy motor to do something it's not designed for. It will take 24S. I ran 30S. It's not worth it. You have more than enough power to blow the motor on 12S running only 2kw. The cyclone 3k is an awful motor for anything but...
