I think it is not indivdual cell related.
shoddy isolated cell interconnect wires/jumpers/, either too thin or bad isolation between wires inside this pack causes over heat and melt.
fuse there is useless, does not do the job.

tandem is a great occasion to socialize as long as both cyclists want to go in the same direction.
I would be concern about the wear and tear especially on wheels and drive train with basically double weight.

agree with Amberwolf
buzzer part of circuit can be used to add open collector output for alarm
but, but there is big BUT:
NC or NO configuration of alarm output is done in celllog through software.

i bought 5 of this BVM 8-s from BuddyRC and returned them, no alarm output, poor backlight, not accurate
when I was ordering them they showed original celllog picture in description.
I was naive to think I would get original celllog for 15 bucks!!

what I would do in your place. - disconnect string of cells from main terminal, wait an hour or two, charge to full. - connect back , check if Bionx powers up normally, if so it can be rebuild with new cells. I use syringe to get some synthetic motor oil into bearings, but even without syringe such oil seeps into bearings. no way those bearings are like water sealed after thousands of kilometers. also factory grease ages for sure , drays after years of use it is not the same grease as like new. after ove...

only maintenance on my hub motors is couple of droplets of oil on bearings
I have to put my ebikes on their sides on the floor so oil would get into bearings.
motor bearings must be kept wet with oil all the times.
I also drop some oil where cassette is.

in my book you either move your legs or you dont.
motionless legs are very weird on any pathway, anywhere.

great idea about to direct cool air from one of the registeres/vents to box surrounding my battery.
but they managers shut AC down last summer.
sides of my battery box are alu and for sure they get cooled a bit by fan blowing.

it is all about look.
even if Motorino had labels/signs attached to it like - "max.32km/h" it would have been still scooter for most of people
and pedals are there for decoration/compliance.

BMS also called BatteryMurderingSystem.
I would never ever trust Ebay, China-type kind of BMS.
I myself simply do not use any BMS - dont see any use for any BMS on my pack.
cells stay balanced after thousands of kilometers ridden.
on charging I use celllog for HVC .
