Samsung 35E are good cells. Maybe the new battery isn't balanced yet. SInce you have it opened up, measure the voltages on the 13 series groups. If it's fully charged, they will all be at 4.2 volts. That's probably a speed limiter circuit, if it's just two single wires connected together. A speed sensor circuit external to the one in the Hall connector will be a three wire connector - five volt power, ground, and speed.

The Ancheer is likely to have off brand disk brakes with pads that no one stocks. You can bring it to a bike shop and they will compare it to what they have. I use the Q100 on my low powered bikes. I'd suggest the extra power of the larger Q128 for a nice bike like yours.
