The Speed sensor is virtually bullet proof. If you have a meter, you could plug the sensor back in, tap into the signal and see if it wiggles once per revolution when the wheel turns. If it does ,that would mean the speed sensor circuit in your display has problems.

Bad throttle or bad connector. Worst case, intermittent controller. Own a voltmeter?

If you can show it's a bad throttle, then you can try to get a new one from Ecotric.

25 mph is very speed demon territory on a folding bike with a heavy rider. Even with a 52T front gear on the TSDZ2, you don't have the gearing to spin the pedals at that speed, so it will be all throttle. Yes, it's getting hard to find a 52V Dolphin unless you go to china via Aliexpress, but then the price is under $400 but quality is a matter of luck. Why not just change out the battery cradle to a more popular style like the Super Shark. Then pick a vendor that has a reputation for quality like EM3...

The LCD1 would normally shut itself off if the battery voltage is below 30 volts. Can you monitor the battery voltage with the battery connected to the controller? Here's what I did for fun on a rainy day, never having done it before. It allows a 2x2 size contact from one group to the next. Add metal as needed to minimize narrow paths on the odd shaped cells.

My reading of the Michigan law has me believing that scooter cannot be an ebike since it has no pedals. So either you ride in limbo land or try to be legal. If you have a valid drivers licence, you might go down to your DMV and ask about registering it as a moped. No title is required in your state....
