A few possible reasons: It uses the P1 signal to detect a stall, and when the motor stalls, it reduces/cuts power to prevent overheating. Some do indeed do phase control / field oriented control, where it assumes intermediate phases based on timing of Hall signals - but most don't. Put the valve stem aligned with something like the fork or frame so you know it's exact position and can stop turning the wheel once it reaches exactly the same position again. Then by hand turn teh wheel *backwards* (so the internal gearing will be forced to turn the motor), watching the voltmeter...
