You can use some crappy Multimeter from eBay it'll do the job just fine, it's not like it'll be off by a huge margin or something especially when measuring DC.

I can only assume that something is wrong with your wiring, I really can't help much over the internet.
You're gonna have to take a voltmeter and start poking at things I don't know what else to say.

You also need some Indicator relays (which your scooter probably came with), place them after the handlebar switches.

Good to hear! Chinese bearings really are crap.
I replaced some on a 250W Bionx motor only to have them fail on my friend 1 year later.
I only use NSK or FAG Bearings for things that I need to last.

If your scooter has switches for your brake lights then the break switches on the handlebar just need a 12+ wired to them and to the back of the scooter, where you can connect it to the light and a split wire from the light can go to the Controller. It can probably handle 2.5A but I would check the case temp after 10-20 minutes of charging. About the third pot, you can check by charging the battery until the charger cuts out and then measuring the voltage difference from battery to charger. If you are converting a gas scooter to electric I would suggest you do some rewiring.
The controller can be added at the end, all you need to do afterwards is connect the positive brake wire to the controller.

You need a separate 12V power supply for the bulbs or whatever your indicator lights use. The Kelly 12V output is not made to power anything external. The 12V output is used for the brake switch,kickstand switch,forward,reverse and low speed. Its not made to power your brake lights or anything else....

You can take the brake light positive and connect it to the 12V brake pin on the controller.
This will allow you to use regen/motor-cutoff without messing with the brakes on the Scooter.

All I can see from the video is the sprocket wobbling a bit, which has happened to me on pretty much all of my e-bikes.

I believe one is 8080I and the other is 8080H. KLS8080I/IPS is designed with opto-isolated technology. We specify 8-30V for power supply which must be isolated from main battery pack B+/B-. You could go with the KHB square wave Controller.
