All controllers are IP65 protected. That means they will sustain any water/moisture exposure excluding full immersion. How did you test them? Capacity test are done at 0.6A, 25C degrees, from 2.5V - 4.2V. Two wires are made for convenience (one of them is battery positive), so you you don't have to splice into the Battery pack wires to get to the positive.
