if you got a multimeter do a continuity test on the wire, thats the quickest way to check if the wire is bad. Also wiggle the wire back and forth to make sure its not broken inside (intermittent) while doing the test.
If its broken, its easy to splice over the broken section.

If all your doing is paralleling both packs, get a y-connectors and connect both packs power and balancing connectors together and then connect everything to bms. One would only work during charging if the 3x packs were connected in parallel. If you plan on keeping your 3 packs in series during charging/discharging, what you actually need is a 24s bms, that would actually work better and also prevent one bms from activating before the others. I would look at the chargery bms8(cost about 95 dollars), its what I use on my 4s solar system, I trust it more then any of the cheap bms. chargery bms16 can handle the 13s. It uses contactors so it can handle however many amps you need without overheating. I been using the chargery bms8 for the past year 24/7 and its proven very reliable. You can find it for 109 on ebay, you have to supply your own contactors.

this is something you can use to charge your 3 packs at same time. As long as they are the same type 4s it will work and save you time. You only need one charger to charge all 3 packs.

1. The bms that do balancing don't start to balance until the the cell voltage gets to about 4.18 volts during charging, then they bleed the cell at about 60ma while the other cells catch up.
