i would worry more about a potentional inbalance you get from partially charging it constantly. most of the cheap non-programmable BMS dont do any balancing until a cell goes beyond the 4.22V mark. under that you can have increasingly more inbalance that is not remedied until a cell is so unbalance...

You need to change the P7 setting to 5 if you want a "dead" start. On P7-0 yes it can be too much torque and overbearing, but changing it to its weakest setting should make it more palatable for you (and increase your range as well).

DO NOT connect them at the discharge, and then charge both at the same time. That is not safe. You need to modify the bms charge connections to do that safely. Unless both BMS use only one set of charge/discharge leads you need to charge only with the charge side. Many BMS won't balance or shut off if charged thru the discharge side. What you are suggesting should mostly be fine depending on your wiring. I say mostly because I am not sure how you are going to keep you battery balanced at 64v.
