Make sure your charger auto terminates, try to find out how it measures pack is Full. 60V is just a nominal label You want 66V termination in normal cycling for longevity, ideally stopping right at hitting voltage not holding a long CV/absorb stage. Get the two sub-packs similarly balanced and to the same SoC before joining them the problem is that this would eventualy be a retail product and Im trying to develop a more user friendly system whereby the customer wouldnt be concern with needing both packs to be the same SoC I hope you are judgme...

Thinking too much. Get the two sub-packs similarly balanced and to the same SoC before joining them within 0.1V per S-count is a good guideline. To the extent they are similar SoH, from then one treat as a single pack for normal cycling. If you see testing / balancing is needed, easier to split and ...

Cargo bike, damn that motor could push a desert bike about upto 60 mph or so and have a pop at a small trailer on the back. Yes, preventing heat from being generated internally in the first place, if practical is far far better than needing cooling solutions.

Lower C-rates and capacity utilisation can extend also lifespan by 3x 5x or more

drastically lowering annual running costs

Temperature cutoff could be a separate device, just to open options up for you.

Are you cutting off based on too cold, too hot, or both?

Not disagreeing with the above but one issue Top quality lead batteries designed for deep cycling can last 12-14 years in daily use if the system as a whole is designed and cared for properly. Are you sure your "peak" power drawn did not exceed the connector rating for more than a few seconds?

Put an Anderson SB350 on there

or even a welding style 500A if you think needed

for testing with a logging shunt based wattmeter capable of say a 1000A scale, to check.

There is never any problem at all having loads even big ones running at the same time as the battery is being charged. Most use cases this is normal, sources coming on and off line, loads never being disconnected. But your charger will need a decent algorithm for determining when the battery is full...
