I would not use the 100 milliohm cell. Thats a flashlight battery at best. When I test my cells, I use the cells that are very similar in range like 50,60 milliohm, I might use some 70's if I really need to. But I usually build 3s16p for low discharge devices I can get away with high milliohm lapto...

I dont see a marking on the negative side of the cell. The only markings are as follows

Which model? shipping cost within conUS lower 48? This model doesnt come with the foot peg and instead comes with push pen. The main concern with a resistor is to avoid blowing it when you use a tiny low wattage one. So you need to use Ohm's law to select a resistance value high enough for your voltage that not too much current can flow. You could try a resistor with as many ohms as your battery has volts. I had the 709A and had the same issue despite the rotary power knob turned to max and all 3 Pulse count switches engaged. Just not enough power to do the job with even .025 strips. Sold it and got the Kweld talked about here on ES. Problem solved.
