48v to 72v controller overvoltage at 82v

I Just bought a 48 to 72 volt 1500 watt 50 amp brushless controller from Amazon.com. I have a 72v Battery and fully charged it was almost 84v . The controller wouldn't turn on until I discharged through battery to 81.9v.. isn't the overlvolt protection on a 72 volt controller 84 volts.. is there any...

Both packs are identical . Both use 18650 Panasonic cells and have similar amount of cycles..

Can I wire two Pre built 36v packs in series to make 72v

I have to 36 volt 12 amp hour 18 650 battery packs each one has a BMS built into it. If I charge them separately as 36v packs is it possible to wire them in series and make a 72v battery .. will the BMS have a problem ?

I have a rear wheel that I salvaged off of an ebike .. it's a 22.5" and it's marked 60v 450w . I have a 36v 12ah 18650 battery pack.. I dont have a controller. can I buy a 36v controller and use it on the 60v wheel? Will it have enough volts to work properly.. I can't afford a different battery. Any...
