You really don't need them. Most here don't use them since they are not a good brake lever and doesn't work in some systems. Just remember to release the rhrottle before you brake. If you can't do that you might want to think twice about riding.

lmost every bike can handle that motor with proper torque arms. It is still aluminum and without GOOD TA's can fail if you put too much power to it. New controllers? Are they 36v or 48v. If it's a 48v with a lvc for 48v which could be 40 to 42v, it would cause the pulsing. They might not work at all if the lvc was like 44v. have you checked the battery voltage right after a full charge. Peak voltage might be around 42 and controller lvc might be...

I would say if the CA isn't connected, it's the controller or throttle. most likely the controller. What voltage are you running and what is the controller set for?

If the motor runs without them connected you need to do nothing. If you want cutouts you need to connect the brake levers that SHORT the wires together. Most controllers run WITHOUT shorting the connector together.

In most cases a flat tire is that the air pressure is low and hitting a pothole/curb causes a "pinch Flat". Low tire pressure also causes more drag which uses more energy.
