1, Heat is your main concern. Over volt enough and your motor will cook itself long before you need to worry about voltage jumping insulated wires.

2, Pretty sure fets are voltage limited, but pump enough current and they will still fry.

Helmet mounts tend to be bouncy. I use a clip on mirror that attaches to the arm on my sunglasses and it freakin rocks. Nice steady image just to the left of my eyeball. Put simply, on a normal upright bike with no modifications, you are going to have little input/effect at anything over 20 mph. If you are getting 4.5 Ah out of a 5Ah pack that has over 200 cycles on it, I would wadger that you are doing pretty good. HK liPo is known for not delivering exactly the rated capacity anyhow.

The prohibition doesn’t include packages containing lithium batteries when mailed in the U.S. using domestic commercial air or ground transportation.

Yeah speed (ie increased wind and rolling resistance) is a killer of Ah. The faster you go the more you use, and that amount is largely increased at anything over 20 mph. As I understand it, that's the speed that wind resistance/aerodynamics becomes a major factor.
