Nice. Good news. Your halls are fine. I also find 120 specified everywhere next to Sabvoton. I don't know about determining hall angle in a motor. What's hall test outcome when resistor added? That explains why results are different when measured with controller connected and making test with external power source.

It can be that old controller is sensorless.
Halls can be cooked by static charges or when (if) it connected to phase wires accidently.

I've tried high amps, for 50A for test and it worked for me the same as 15A. So I think yes, you can trie high amps.

Maybe your old controller can work in sensorless mode and halls are faulty indeed. Or maybe halls partially broken and your old controller can work with it and Sabvoton can not.
