No it was parked in my shared carport at home.
Chained to a pole by a motorcycle lock.

I know it's been mentioned here before but my CA turns on and lights up while the bike is moving when I don't have a battery connected.

Can this damage the CA/controller?

That would be classed as a 200w kit. It is normal for the controller to pull 16a for a couple of seconds while taking off, but as Dogman said, it will level out to 200w.

Not sure where you are from (you should edit your location) but if you are an Australian, it is street legal.

If the BMS shut down, i doubt you would get a volt reading at all.

It really does sound like a connector issue.
Plug the battery into the controller and check the power cables for voltage after the connectors.
