Well with a good bit more searching I still did not anything about the unknown 361A chip, so ordered a different model of BMS to replace it. If you put the old cover back on, does it still have the problem? If so, then something is wrong with the way the "new" cover is made, or spaced, vs where and how bearings/etc all sit on the axle/etc. You might have to add an internal spacer to prevent the cover rubbing on whatever it is ...

Thanks dan.. the axel on the gear side has a nice shoulder and it is sitting nicely. On the side where the wires come out of the motor there is no shoulder, there the threaded axle with washers.
