One thing you might try is a larger wire to the controller. I was looking at the last pic and it appears you are using a computer plug and recep. That may only be 16 gauge wire.

Wow that is a Sun EZ-Rider knockoff alright. I have an EZ. It almost got electrified yesterday but I would have had to spread the forks too much, so my toureasy clone is the donor. The bike is heavy though. Mine is cromo and is 50 lbs. I think I have a pic on my photobucket page linked here. It fits...

Awesome build. How does it ride? Should be good with the batts low like that. Looks like those 17 ah batts should give good range too. I gotta get to building again....
