I'm sorry did you say you found the low cell and charged it individually then reconnected, or that you just unplugged and replgged and tried to charge the entire thing? First test. borrow another battery pack. That way you can narrow the poroblem to the pack or the bike.

Chinese BMS = high chance the BMS is crap.
Other possibility is BMS is doing it's job and the battery is actually dipping below cut off voltage due to cheap(bad) batteries.

The 27 inches may only apply to motor driven cycles, but to avoid the court date for the debate it's best to be above it. And no I don't see many low recumbents around here.
