Tire Abberation

I was changing a flat tire when my new tube also developed a flat. Upon inspection I noticed this unusual part that looks banded and to one side is where it sprang the leak. Is this structural abberation normal? BTW apparentl Kendra is the same as sunlite according to the markings in this tube. It was brand new and popped within a week on road riding.
