Is it true? You can get a 10kW ebike kit + batts for $300

i saw on eBay auction where they're selling a 10kW hub motor for $300. they said it weighed 8 pounds and has water cooling. Duz anybody think this is a good deal and can I trust the seller? they also said it came with a123s or something like that
