DC to DC converter goes tick tick tick

When there is no load on the black 12 volt + wire the DC to DC converter makes this sound.

I can only measure 10,7 volt between green and black wire with no load on the black 12 volt + wire.
But if i connect the headlight i can measure 12,2 volt and the tick sound goes away.

When i remove the battery cable the tick sound becomes slower before it stops.

Why is it making the sound?
Is it bad for the converter?
Can it be destroyed quicker?
What component makes the sound?

The converter is probably going overvoltage and shutting down. Or is just plain unstable. Shouldn't harm it as long as the voltage doesn't get too high on the output. (You'd have to use a scope to see peak voltage.)
