Handlebar height adjustment

I have a hyper racing 2000w (an uberscoot) that for some unknown reason the stem is 2 in shorter than it should be. Any suggestions on raising the handlebar height either with a stem riser or switching it out with a whole new one? The cables appear to be long enough to accommodate but not sure what other options/methods are out there. It’s a shame cuz it’s been an otherwise solid ride..
