I had a nice review thought up...
Then I remembered how F'ed the world is
This is how I fixed mine after our Accounted wasted HOURS on the phone with the totally inept "process" which insisted that the problem is with the battery and not the charger (or combo)
* Batteries discharge fine
* Battery BMS has kept the cells in perfect balance
* Batteries do not charge on the charger
I crow-barred the charge inhibit fet
I crow-barred the discharge inhibit fet (to avoid charging thru its body diode)
I gutted the charger and hard-wired it to a Dell 19.4V laptop charger
Yea yea.. dont care

THEREFORE ALL CHARGING INFRASTRUCTURE MUST BE ... compatible
DO NOT ASSUME - that EV's (or any Lithium Electronics) are "to spec"
