It's pretty hard to see in the pictures. The focus is not good.
I can't see a current measuring shunt on the board. It's possible this model does not have secondary side current limiting. Some models have only primary side limiting which will cause the supply to go into "hiccup" mode if the current limit is reached. If this is the case, it is not a good supply to use as a battery charger.
Maybe try one more time with pictures. Try to get the camera straight above the board and take pics on both sides.
Also try to read the number off the 8 pin chip on the bottom.
