Kingpan KP-E602 48V battery charger

I have a Kingpan KP-E602 battery charger that has stopped working. Output is reading at 7VDC. I have tried to go over the board to see if there are any blown caps, transistors or ICs but all look OK. Is there something common on these boards to look for?

Dust off your meter and throw a new 9v battery in it and test diodes and fuses.
